One Year, Fixed-Term Contract
Reports to: Chief Nursing Officer

To manage all inpatient activities within UPMC Whitfield Hospital, promoting effective nursing and care practice, whilst managing clinical and non-clinical staff to ensure efficient day-to-day management of inpatient services. To work in collaboration with the director of nursing and other members of the inter-professional team, ensuring that the use of beds is effective and that nurse-led discharge is promoted.

Duties and Responsibilities

Clinical
  • Act as a positive clinical role model and provide support and clinical advice to staff. Demonstrate expert practice where appropriate. Lead by example through visible leadership to motivate and empower others.
  • The post holder will have continuing responsibility for the quality of care within the inpatients ward and the achievement of safe, professional, and competent nursing practice.
  • To work in close collaboration with the director of nursing and other members of the inter-professional team, ensuring that surgical beds are effectively used and that the development of nurse-led discharge is supported.
  • Develop evidence-based policies and procedures in line with best practice for the speciality in collaboration with the director of nursing and lead clinicians. This will include nurse-led discharge, developing links with the community discharge teams as appropriate.
  • To ensure that the available hospital resources are used in the most efficient and effective manner.
  • To ensure that staff attend all mandatory training and their individual development needs are identified and undertaken through yearly appraisal.
  • To contribute to hospital wide activities that promote and support the development of the service provided.
  • To ensure that relationships and own behaviour is managed in line with hospital ethos, policies, and SOP’s.
  • To ensure all staff have an understanding of and adhere to the UPMC values.
  • Take responsibility and accountability for the delivery of professional, competent, and high-quality nursing care in UPMC Whitfield Hospital.
  • Ensure that each aspect of practice is directed to meeting the holistic needs and serving the best interests of patients.
  • Ensure that a clinical supervision and preceptorship programme for all clinical team members is being followed as per NMBI recommendations.
  • Identify any areas of continuous concern relating to clinical practice reporting to the director of nursing as soon as reasonably possible, detailing the action that has been initiated.
  • Ensure that the NMBI Code of Professional Conduct and other board guidance relating to professional practice is followed at all times and that staff have access to this guidance.
  • Take responsibility to ensure staff are aware, have access to, and comply with professional and hospital policies, procedures, and guidelines.
  • Work closely with the director of nursing to review and monitor hospital-specific guidelines and standards to promote best clinical practice.
  • Influence the development of practice, utilising the relevant clinical skills and given experience to improve patient care.
  • Incorporate Lean Six Sigma techniques to improve patient care, experience, and Hospital efficiency.
Managerial
  • Be responsible for the allocation of staff within your responsibility, ensuring adequate staffing is provided on a daily basis and that the skill mix meets the demands of the service and represents best use of resources. Report any difficulties to the director of nursing following the completion of the necessary action when numbers fall below the required levels.
  • Ensure the hospital’s time management system is updated daily and staff are allocated to the relevant department.
  • Take responsibility for effective rostering, ensuring that skill mix is appropriate (as per hospital guidelines). On a daily basis, ensure that a safe and effective nursing skill mix is provided.
  • Develop locally-agreed contingency escalation plans with the director of nursing to manage adverse incidents, such as unsafe staffing levels and action these as the need arises. Ensure staff who have the role of being in charge are aware of the co-ordinator’s role.
  • Ensure daily huddles are performed and regular communication with the theatre department.
  • Assist in the satisfactory resolution of verbal complaints and the management of complaints at a clinical level through local resolution.
  • In accordance with the hospital complaints procedure, for all written letters of complaint, respond as required liaising with the director of nursing and assistant directors of nursing as and when appropriate.
  • Provide a safe working environment, ensuring practice is in line with health and safety and employment legislation. Bring to the immediate attention of the director of nursing if any significant health and safety risk cannot be locally resolved.
  • Report all accidents and incidents in line with hospital health and safety policies and procedures and take the necessary action when required.
  • Promote a positive, patient-centred environment of care and ensure all staff are familiar with the hospital’s Complaints Procedure.
  • Influence and participate in future developments that impact on the current service delivery and staff.
  • In conjunction with the director of nursing, promote a cost-effective and efficient service within the allocated hospital budget.
  • Ensure each staff member is appraised in line with the hospital standards.
  • Work with the director of nursing and assistant directors of nursing in developing programmes of induction to ensure staff are fit to undertake the role they are employed for.
  • Actively support individuals with career development plans and ensure they have access to advice on their individual training needs.
  • Identify resource needs in order to meet both the patients’ needs and safety requirements (e.g. manual handling equipment). Alert the director of nursing if the lack of resources compromises health and safety.
  • Manage performance, sickness absence and staff grievances in conjunction with the director of nursing and adhering to hospital policies, enlisting the help of HR and occupational health where necessary.
  • To undertake a pro-active role in the accreditation process and ensure that quality improvement is embedded into nursing practice and patient care.
Professional Accountability and Development
  • Ensure staff and self remain professionally updated and ensure care in all areas is delivered in line with the latest research to promote evidence-based practice. Actively participate in research and audits where appropriate for the benefit of patients.
  • Maintain own professional portfolio and participate in the hospital’s clinical supervision programme.
  • Provide a supportive, learning environment in the ward area, which enables the educational and professional development needs of all staff in your area.
  • Ensure that statutory rules, guidelines, and legislation are understood and complied with.
  • Avoid any inappropriate delegation to others, which compromises the interests of patients and clients and contravenes NMBI Code of Professional Conduct.
  • Ensure that standards of care are safeguarded, and all nursing staff are aware of the need for patients and clients across the spectrum of health care to receive skilled professional nursing assessment and treatment and that high-quality care is recognised as of primary importance.
  • Act as a positive role model with regards to the hospital ethos and UPMC values.
  • Develop and maintain a high level of knowledge of the following and always practice within the guidelines and policies written at both unit and hospital level:
    • Clinical risk reporting policy,
    • Occupational Health,
    • Facilities Management,
    • Patient Moving and Handling,
    • Resuscitation and Basic Life Support,
    • Health and Safety,
    • Departmental Financial and Budgetary Controls,
    • Patient Complaints procedure,
    • Falls Management programme.
Quality and Audit
  • Participate and lead as required in clinical audit and research activity within the field, promoting a positive attitude towards the implementation of evidence-based practice.
  • Undertake research and clinical audit as necessary, critically analyse and provide written reports of the same.
  • Participate in local audits in preparation for annual accreditation.
  • Work closely with the Quality and Patient Safety team, ensuring the department is meeting accreditation standards at all times.
Health and Safety
  • To uphold UPMC Whitfield Hospital’s policy requirements in relation to Fire, Infection Control, Radiation Safety, and Health and Safety at work regulations, and to attend updates.
  • Identify potential risks for all staff, patients, and visitors and adhere to relevant incident reporting procedures.
  • To observe a general duty of care for the health, safety, and well-being of self, work colleagues, visitors, and patients within the hospital, in addition to any specific risk management associated with this post.

Education Requirements

Eligible Criteria

The Post holder must hold the following to fulfill the requirements of this post:

  • Be Registered General Nurse with The Nursing and Midwifery Board of Ireland (NMBI).
  • At least five year’s post registration experience is essential.
  • Management qualification is desirable
  • Evidence of ongoing CPD.
